Residential, Commercial, and Institutional Design
HGE has extensive experience in designing a variousf projects, covering a broad market range. This experience includes designs that serve institutions with specialized needs, commercial entities, multi-family, multi-use, upscale residential, and affordable housing projects.

A.D.A. Compliant Design
HGE has a great deal of experience and expertise in A.D.A. compliant design and A.D.A. upgrades. Our work in A.D.A. design include government-funded multi-housing projects, educational institutions, commercial buildings such as banks and shopping malls, and government buildings, e.g., Lincoln County Courthouse and community centers. Scope of work typically involves parking lot design, entry upgrades, multi-level access using ramps and/or elevators, and restroom configurations.

Sustainable Design
HGE always considers client needs with a strong consideration towards the cost of developed facilities. In addition, to economize in long-term client needs, we view each project from the standpoint of serviceability, long-term effectiveness, and maximum use of existing facilities that may have remaining life. Our staff carefully considers cost and value for every project undertaken.

Utility Infrastructure Improvement Services
During the past five years, HGE has completed water and wastewater system studies, expansions, rehabilitations, and new facilities for more than 30 Oregon communities. Water engineering plans developed by HGE are prepared to serve the community's immediate and long-range planning needs, and as an integral part of grant and loan applications to fund recommended improvements. We have designed plans and provided construction management for more than 330,000 lineal feet of water pipeline transmission and distribution improvements for numerous communities. Some of the communities for which HGE has planned and designed water treatment, storage and distribution improvements include: Sumpter, Riddle, Lakeside, Powers, Elkton, Port Orford, Tri City, and Manzanita.
We have planned and designed wastewater collection, treatment and pumping facilities projects for communities such as: Sisters, Joseph, Huntington, Lakeside, Reedsport, Gold Hill, Port Orford, Myrtle Creek, Sutherlin, Rockaway, Coos Bay, and Brookings; and the sanitary districts of Gardiner, Tri City, Netarts-Oceanside, and Charleston.

Transportation Improvements and Related Projects
The firm's key personnel have extensive experience in capital projects and community redevelopment projects, having provided engineering consulting services to numerous private developers and municipalities over the years. HGE has designed and worked with street improvements/rehabilitation, roadway and drainage systems and plans, grading projects, roadway management, traffic studies, park projects, community centers, medical centers, schools, offices, public parking and walkways, and block and mall improvements, among others. We have licensed architects on board who work as part of the team to enhance every project's aesthetic and structural values.

Contract Technical Support Services
HGE's experience as Engineer for many Oregon cities and districts (Brookings, Sisters, LaPine Water District, LaPine Sewer District, for example) makes us highly efficient with regard to responding to such general civil engineering work as project development, design surveys, preliminary and/or final design; preparation of bid documents, project administration, and construction management including easement preparations, survey stakeout and inspection services.
Both our Coos Bay and Portland offices offer complete computer-aided design and drafting facilities. Our survey team has performed virtually every type of survey, as well as aerial photogrammetric and mapping services. All surveying utilizes a Nikon Total Station Model DTM A-5, linked to a TDS Data Collector. All raw data is transferred via a download for data entry to the design software. Survey data is transmitted directly to design personnel through our office network computer system.

Services in Support of the Public Involvement Process
With HGE representing a number of Oregon communities as City/District Engineer, an integral part of our service includes attending council meetings on a regular basis, and attending public hearings or any special meetings related to project work. We believe in maintaining close contact with our client through regular project updates and we are very responsive to client input.
HGE excels at providing public information. We have initiated numerous public education programs to gain local support for projects developed by our firm. Our ability to effectively communicate project information and anticipate public concerns is demonstrated by the fact that in the 50 years of our history, we have helped communities pass all but two bond elections.
HGE has been very successful in assisting communities to secure the maximum amount of grant dollars for needed project improvements. We have an extensive network of contacts in the state regulatory and funding agencies that can provide information and comments on ongoing projects and approaches. The combination of HGE experience, staff expertise, municipal experience, and regulatory and funding contacts contribute to a high level of quality in the engineering services we provide.

Grant Funding Related Services
HGE has enjoyed tremendous success working with federal grant programs, and has earned a reputation for securing and working with grant and low interest loans throughout Oregon. This ability has been gained through years of experience in working with Oregon communities, whose projects could not have been completed without the funding assistance of grant monies. A quality engineering consultant that specializes in providing service to smaller communities must develop good planning, and have the ability to secure grant funds for construction of needed improvements.
Every project completed by HGE that has been financed with federal or state funds has been approved by all regulatory agencies. We are extremely familiar with the preparation of water and wastewater system studies and construction documents, and with the requirements of funding agencies. HGE has worked on more state and federally funded projects than any other similar sized consulting firm in Oregon. Our recent experience allows us to anticipate regulatory and funding issues that may arise during the development of preliminary planning and construction plans, and makes us well aware of the need for continuous coordination with City staff throughout the project.
